Deputies of the Carroll County Sheriff’s Office and officers from the Hampstead Police Department helped U.S. Marshals on Saturday in the arrest of a man living in Hampstead — but who was wanted for sex offender-related crimes in Florida and Pennsylvania.

Glenn Richard Burch, 54, was initially being sought by marshals for fleeing from Florida in violation of that state’s Megan’s Law.

Police said Burch is a convicted sexual offender, and had been ordered to register in Florida as a sexual offender as part of his conviction, but fled the state instead.

Marshals in Harrisburg, Pa., were contacted in November 2009 by Hanover, Pa., police who were attempting to identify a man wanted in connection with the child sexual assault of two Hanover adolescents.

Through investigation and with assistance of the National Sex Offender Targeting Center, marshals learned the man — who had identified himself as Raymond Clarke — was actually Glenn Richard Burch, living under an alias.

Police said Burch fled Pennsylvania before he could be arrested, but marshals tracked him to a home in the 4300 block of Dogwood Drive, Hampstead, where he was arrested Saturday night by federal and local law enforcement officers.

After arresting Burch, detectives from the county sheriff’s office executed a search and seizure warrant on Burch’s room, where they recovered a laptop computer, several CDs and other items containing erotica, police said.

Burch was returned to Pennsylvania and is currently being held at the York County Prison on $150,000 bail.

In addition to charges stemming from the Pennsylvania incident, Burch is being held on a detainer for a warrant issued by Lake County, Fla., for violating the conditions of his probation. 

Also, marshals have charged Burch in U.S. District Court with failure to register as required by the Sex Offender Registration and Notification Act. The Sheriff’s Office investigation is continuing and additional charges are pending.
