ELDERSBURG — The Freedom Area Citizens' Council will tackle the topic of theft of water at its general meeting this week.

FACC's guest speakers include Joe Barrington, Carroll County bureau chief of utilities and Maj. Phil Kasten of the Carroll County sheriff's department to discuss water theft in the Freedom district -- people tapping into others' water supplies -- and its impact on residents.

The speakers will explain how this crime occurs, and demonstrate ways the public can deter it.

The meeting is scheduled for Thursday, March 18 at 7:30 p.m. at the Eldersburg Library, 6300 W. Hemlock Drive, Eldersburg.
