A Westminster man is recovering in R Adams Cowley Shock Trauma center in Baltimore after fleeing from police before being struck by a police cruiser while police tried to arrest him for three outstanding warrants.
Police arrested Randy P. Brown Jr., 28 and his mother, Laura M. Mathis, both of the 2700-block of Murke Road in Westminster, according to a news release issued by Maryland State Police.
Burke is charged on several counts of fleeing and eluding, several counts of assault and reckless endangerment and possession of controlled dangerous substances with intent to distribute, police said.
Upon his release, Brown will be taken into custody by the Baltimore County Police Department and transported to the Baltimore County Detention Center for his outstanding arrest warrants, police said.
Police charged Mathis for obstruction and hindering, harboring a fugitive and reckless endangerment.
Mathis is at Carroll County Central Booking awaiting a hearing before a District Court Commissioner.
At about 6:30 a.m. Monday, state police from the Westminster barrack and Baltimore County Police Department officers responded to Brown’s house for warrants issued by Baltimore County police and Anne Arundel County Sheriff’s Office for failure to appear in court on charges of possession of controlled substances with intent to distribute as well as fleeing, eluding and assault. The Carroll County Sheriff’s Office had a third outstanding warrant on Brown for assault, as well as fleeing and eluding, police said.
Because of Brown’s history of fleeing, police set up a perimeter around the property before contacting Brown.
After about 30 minutes of knocking on the door and phone calls and other means of communications, police decided to obtain a search and seizure warrant to enter the house and get Brown, police said.
Brown’s mother, Mathis, attempted to distract investigators at the front door while police tried to set up around the garage where Brown could escape, police said.
It worked, and Brown exited the garage and led police on a chase in a Subaru car owned by Mathis, nearly striking several officers on the way out, police said.
After about 10 minutes, Brown turned onto Indian Valley Road, which is a unpaved dead-end road, police said.
Brown had continued to drive down the road and the Trooper 3 helicopter from the state police’s Frederick barrack kept track of Brown’s car until the car slammed into a tree, where then Brown ran on foot before a cruiser struck Brown.
State police plan to file additional charges against Brown as part of the incident, according to the release.
