Kevin Utz will be sworn in on Monday as the new mayor in the Westminster after the May 11 municipal elections.

Utz, a current member of the Common Council, defeated fellow council member Suzanne Albert for the mayor's seat. Utz received 248 votes to Albert's 216, as a total of 755 people voted in the election. Incumbent Mayor Tom Ferguson did not seek reelection.

Utz serves as chairman of the city's Public Safety Committee and is a retired Maryland state trooper and a former chief of the Westminster Fire Department.

Albert will retain her council seat even with the loss for mayor.

Other vote-getters in the mayoral race were Kenneth Hornberger with 165 votes and Dennis Frazier with 156.

In the Common Council, two seats were open in the election, with the top two vote-getters securing seats.

Anthony Chiavacci, son of outgoing Council President Roy Chiavacci, earned a council seat by securing 478 votes, and will be joined by Damian Halstad -- the top vote-getter of the evening with 512 votes.

Others receiving votes in the council race were Darcel Harris with 130 votes; Eleanor DeMario, 105; William Gill, 130; and William Hughes, 58.

Incumbent, two newcomers elected council Hampstead

Hampstead Town Councilman Wayne Thomas won election along with newcomers Jamey Ayers and Marlene Duff. Thomas received 254 votes; Ayers received 244 votes and Duff received 220 votes in the May 12 election.

Overall, 464 votes were cast, according to town election results. Others receiving votes included Herbert Raver with 188 votes; Joseph Renehan with 171; Matthew Sichel with 100; and David Unglesbee with 143.

Each council member serves a four-year term. The council members-elect were scheduled to be sworn in at the Thursday, May 14, council meeting at Town Hall, 1034 S. Carroll St., Hampstead.

Newcomer, incumbents win in Union Bridge council

Challenger Laura Conaway will join the Union Bridge Town Council with incumbents Ellen Cutsail and Amy Kalin after earning the second-most votes in the town's election Tuesday, May 12. Kalin received 95 votes while Conaway received 92 votes and Cutsail received 79 votes.

Overall, 132 votes were cast, according to Union Bridge Town Clerk Violette Hobbs. Others receiving votes were John Hyde III with 41 votes; Jamie Snyder, 33 votes; Dana Munday, 20; Councilwoman Karen Kotarski, one write-in vote; and Kim Eckard, one write-in vote.

Council members serve four-year terms. The council members-elect will be sworn in 7 p.m. May 26 at a council meeting at Town Hall, 104 W. Locust St., Union Bridge.

Trio of New Windsor candidates win unopposed

Two New Windsor officials will swap seats while one will sit still after the Tuesday, May 12, town election.

Councilman Neil Roop was elected mayor with 60 votes while Mayor Sam Pierce was elected councilman with 52 votes. Councilman Ed Paulsgrove won his re-election bid with 59 votes. All three ran unopposed.

Overall, 132 votes were cast in the election. Each candidate serves a four-year term. The council members and mayor will take office by Memorial Day, said Town Clerk Donna Alban, but an meeting time and location was not determined as of The Eagle's press time. Regardless, the new positions will take effect by May 25, she said.
