Carroll County officials are saying that residents should not be alarmed Thursday by a low-flying helicopter over Eldersburg.

From about 8 a.m. to noon, and weather permitting, a helicopter will move heavy equipment to help upgrade the Freedom Water Treatment Plant. It will be flying between the Mineral Hill and Oklahoma roads intersection and the plant on Liberty Reservoir, according to a news release issued by the county.
