The Mayor and Common Council of Westminster will host a ground-breaking ceremony for the David S. Babylon Memorial Community Building at 3:30 p.m. on Wednesday, Sept. 24, at Westminster City Park.

The building is named in honor of David S. Babylon, who served as a member and president of the Westminster Common Council and a life member of the Westminster Fire Department. He was also a successful local businessman.

The two-story building is designed to function as a "snack shack" and storage facility, but will include a community meeting room and office for Westminster Fallfest Inc.

Funding for the project was made possible by a private gift of $50,000 from the Babylon family, along with a Maryland Project Open Space grant of $59,470 and matching grants from Carroll County and the City of Westminster of $3,304 each.
