Rosemary McCann created a bottle cap mural of Vincent van Gogh's "Starry Night" at the Finksburg Library, using 6,000 plastic bottle caps. McCann, who created the mural as a Girl Scout with Troop 1923, is now a student at Salisbury University. The mural is on loan at the Carroll Arts Center's "Rejected to Perfected" recycled art exhibit.
