Festival of Wreaths The Carroll County Arts Council will unveil its 12th annual Festival of Wreaths, Wednesday, 10 a.m. to 8 p.m., at the Carroll Arts Center, 91 W. Main St., Westminster. The festival features more than 200 decorated theme wreaths on display through a five-day silent auction. Proceeds benefit the Carroll County Arts Council. The public can also vote for favorites and awards in several categories will be presented. After Wednesday, hours are 10 a.m. to 8 p.m. Thursday, Friday and Saturday, and 1 to 4 p.m. Sunday.
